Passport Services

a) General guidelines

Please note:  

  • Applications for all these services are received in the Consular Wing of the Assistant High Commission of India, House No 2111, Zakir Hossain Road, Khulshi, Chittagong, Bangladesh from Sunday-Thursday, 1000-1300 hrs .
  • Application forms should be filled in fully, legibly (in capital letters), accurately with black/blue ink only and submitted with the passport. Misrepresentation/suppression of the facts may result in denial of passport/consular service. Incomplete/incorrect applications, applications with inadequate fee and the fee not paid in the prescribed manner will be returned without service.
  • Fees charges for various services may be seen in the fee schedule at the end of this page.
  • Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. Passport should not be sent out of the country of residence by post. If lost or destroyed, the fact and circumstances should be immediately reported to the nearest Indian Mission and the local police. Please keep a photocopy of your passport in a safe place. Without These details, the issue of a duplicate passport may be delayed.
  • It is offence under the Passport Act, 1967 to give false information in the Application. Passport facilities     can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized changes in the passport.
  • If you have acquired Bangladeshi Citizenship, please surrender Indian passport to the High Commission of India , Dhaka . The Indian passport is returned to the applicant after cancellation. The cancelled Indian passport should be kept in safe custody as it may be required at the time of applying for Indian visa for the first time, etc.
b) Issue of New Passport on expiry

    An application for a new passport can be made before six months of expiry or within one year of the expiry of the passport. 
    The following are the requirements for issuing a new passport:

  • Duly completed application form filled in BLOCK LETTERS in expanded form using black/blue ink only (Application Form for an Indian Passport )
  • Three latest identical passport size photographs depicting applicant's front pose with light background;
  • In cases, where the passport has already expired for more than one year, the applicant should submit an affidavit stating reasons for delay, and may have to appear personally, if required by the Consular Officer;
  • Two proofs of residence/mailing address in BANGLADESH (photocopy of driving license/lease agreement/utility bills, etc.)
  • Alien Status (photocopy of BD Visa/work permit);
  • Current Passport;
  • Fee (see fee schedule)
  • Applicants applying for a new passport or additional booklet are to submit a photocopy of marriage certificate, in case, the name of their spouses have not been included in their respective passports.
  • Every child should have a separate passport. The applicant should complete formalities as applicable for the issue of a new passport as mentioned earlier. The child has to sign or put a thumb impression (as applicable) on the application from which should be duly counter-signed by the parents or legal guardian. In addition, a declaration  is to be submitted duly signed by the parents. The validity of such a passport (for children under 18 years) will be for 5 years only and the fee is half the prescribed fee for a new passport. If the child's name has been endorsed on mother's passport, then the mother also has to fill in a miscellaneous service form requesting deletion of a child's name from her passport. If the child is born in Bangladesh , the original birth certificate and parent's passports with a photocopy of each are to be submitted with the application form.

(If the application is found to be correct and no prior reference is required to be made to the original Passport Issuing Authority, the passport will be issued within the normal period of 14 working/business days)

c) Issue of duplicate passport (in lieu of lost/damaged passport)

    Following documents are required:

  • “Application from” (one copy);
  • Copy of Police report or complaint number with date;
  • Three photographs (front pose with light background);
  • Fee (see fee schedule);
  • In case of student, letter from school /college is required.
  • “Affidavit”
  • Photo copy of the previous (Lost) passport;
  • An application on a plain paper giving reasons for the loss of passport.

(It is important to furnish full, accurate and truthful information in the form. Misrepresentation of facts may entail denial and application will remain unprocessed. A duplicate passport may not be issued for the second loss/damage of passport. Habitual losers of passports will be subject to enquiry)

d) Issue of new passport on completion of pages

    Now on completion of pages in the existing passport, a new Passport booklet is issued and the old passport is returned to the applicant in case it contains valid visas, etc. For this service, the procedure applicable for the issue of a new Passport as mentioned above to be followed.

e) Issue of new passport due to change in name/appearance, change in date/place of birth, etc.

    For change of name/surname in the passport, the changed name has first to be advertised in a daily newspaper, both in Bangladesh and India (circulated in the area of your permanent and present residence). Original newspaper clippings and a Court Order issued by a judicial officer not below the rank of first class magistrate in India or an affidavit by the applicant are required to be submitted. Apart from this, remaining process is the same as for issue of a new passport. 
For change in surname after marriage/divorce, original and a copy of the marriage/divorce certificate, photocopy of spouse's passport need to be submitted. Remaining process is the same as for issue of a new passport. 
In case there is significant difference in the present appearance of the applicant than in the passport (infant/child, Turban/beard, etc.) an affidavit and two witnesses certifying that the person is same as appearing in the old passport needs to be submitted. Remaining process is the same as for issue of a new passport. 
Application for change in date of birth/place of birth is entertained only when it is accompanied by a court order issued by a judicial officer not below the rank of first class magistrate in India. Remaining process is the same as for issue of a new passport.

f)Issue of emergency travel document [Emergency Certificate]

    An Emergency Certificate (one-way travel document) which authorizes an Indian citizen to enter India , is issued to individuals who have lost/stolen/damaged their passports and to whom new passports cannot be issued without approval from India . This document is issued primarily with the objective of ensuring the applicant's return to India in an emergency. Applicant should fill an application form  as prescribed for the issue of a new passport (Application form for an Indian Passport) with copies of GD entry for lost or stolen passport and come for a personal interview. Fee charged for issue of Emergency Travel Document may please be checked in the fee schedule

g) Miscellaneous services 

  • Emigration Check Not Required (ECNR): High Secondary School Certificate; Proof of Staying abroad for the last 3 years
  • Change of Address in the Passport : Proof of change of residential address, e.g. Telephone bill, voters ID Card, Bank Passbook; ration Card
  • Inclusion of Spouse name in the Passport: Proof of marriage.

h) Indo-Bangla Passport

    Indo-Bangla passports are issued by certain authorities of Indian States bordering Bangladesh for a three year validity extendable by another two years. After five years a new booklet is issued. For renewal and new booklet of existing Indo-Bangla passports, documents required include copy of Indo-Bangla passport, copy of work permit, three passport size photographs and residential proof in Bangladesh . For a fresh Indo-Bangla passport for the children of Indo-Bangla passport holders, in addition to above documents, birth certificate of the child from local hospital/municipality need to be submitted.
